The Central Government has its dedicated panels of lawyers to represent it in litigations before the High Courts. The heads of such panels have been designated as Deputy Solicitor General of India (previously Assistant Solicitor General of India). Prasanna Kumar Parhi assumed office as Assistant Solicitor General of India for the High Court of Orissa on 7th October, 2020 and has been re-designated as the Deputy Solicitor General of India for the High Court of Orissa.

As on 31st December 2024, there are 2 Senior Panel Counsel and 16 Central Government Counsel in the panel of lawyers representing the Central Government before the High Court of Orissa and before the Central Administrative Tribunal, Cuttack Bench, Cuttack.
