Inauguration of 20 (Twenty) Paperless Courts in Phase-VIII in various Judgeships
On 22nd January, 2024, 20 Paperless Courts in Phase-VIII were inaugurated through virtual mode by Dr. Justice Bidyut Ranjan Sarangi, Acting Chief Justice, High Court of Orissa in presence of Justice Krushna Ram Mohapatra, Chairperson, Information Technology & Artificial Intelligence Committee of the High Court of Orissa, Dr. Justice Sanjeeb Kumar Panigrahi, Member, Information Technology & Artificial Intelligence Committee of the High Court of Orissa and the Judges of the High Court of Orissa. District Judges and judicial officers of the state joined the event through virtual mode.

On 26th February, 2024, 25 Paperless Courts in Phase-IX were inaugurated through virtual mode by Justice Chakradhari Sharan Singh, Chief Justice, High Court of Orissa in presence of Justice Krushna Ram Mohapatra, Chairperson, Information Technology & Artificial Intelligence Committee and Companion Judges of the High Court of Orissa. District Judges and judicial officers of the state joined the event through virtual mode.

District Judges and judicial officers of the state joined the event through virtual mode.




Inauguration of 25 (Twenty Five) Paperless Courts in Phase-XI and Launching of e-RTI Service for the District Courts
On 30th April, 2024, Justice Chakradhari Sharan Singh, Chief Justice, High Court of Orissa inaugurated 25 (Twenty-five) Paperless Courts in Phase-XI in various Judgeships and launched the e-RTI Services for the District Courts through virtual mode, in presence of Justice K.R. Mohapatra, Chairperson, Information Technology & Artificial Intelligence Committee and Companion Judges of the High Court of Orissa. The District Judges and Judicial Officers of the state joined the event through virtual mode. The inauguration took the total number of paperless courts across the State to 341.




Online RTI Portal for District Courts
Online e-RTI Services for District Courts of the State of Odisha has been launched on 30th April, 2024 to assist the public to seek information under RTI Act and RTI Cell of the District Courts for the compliance against RTI queries. The e-RTI portal allows users to register and submit requests for information related to the Odisha District Courts. Citizens can track the status of their applications, ensuring a more efficient and timely response. This system improves public access to information, making the process more transparent and user-friendly.
Additionally, the RTI Cell of the District Courts benefits from this digital platform, which helps them to manage and respond to RTI queries more effectively. By streamlining the process, the portal ensures that the statutory deadlines under the RTI Act are met, reinforcing accountability within the judicial system.

Launching of Judicial Officers’ Grievance Redressal Portal
On 24th May, 2024, Justice Chakradhari Sharan Singh, Chief Justice, High Court of Orissa launched the Judicial Officer’s Grievance Redressal Portal. A dedicated portal has been created to enable the judicial officers to put forth their grievances which can help redressal of the genuine problems faced by them. The initiative aims at putting in place an effective mechanism to address the grievances of the judicial officers of the state at the level of the High Court. In addition, a comprehensive Standard Operating Procedure (SOP) / User Manual has been created to guide judicial officers in effectively using the portal. This SOP has been circulated across the state to ensure wide awareness and understanding among judicial officers.
This initiative reinforces the commitment to a transparent, accountable and responsive judicial system, ensuring that the grievances of judicial officers are addressed in a timely and efficient manner.

- Secure Login: Access restricted to authorize personnel through secure authentication measures to protect the confidentiality of information.
- Grievance Submission: A structured form for judicial officers to submit their grievances, including details such as nature of the issue, supporting documents etc.
- Tracking System: Each grievance is assigned a unique identifier, allowing officers to track the progress of their complaints and receive updates in real-time.
- Documentation Repository: Centralized storage for all correspondence and documentation related to grievances for easy reference and audit purposes.


Paperless Movement of Case Records in Judicial Sections in the High Court
The implementation of paperless record movement in the judicial sections of the High Court of Orissa started from 11th July 2024, which marks a significant step towards improving the efficiency, transparency and sustainability of the judicial system in the High Court of Orissa. By reducing reliance on paper books, the Court aims to streamline case management, enhance security and promote a more environmentally responsible approach to justice administration. The transition not only benefits the Court’s operations but also ensures better service to the public and legal professionals alike.
A web-based application has been developed for seamless access to the digital case records and to facilitate the movement within various sections, branches of the High Court. This system runs in the local network (LAN) and secured access has been provided to the officials and staffs through login credentials. This portal serves as the primary platform for moving, managing, and accessing case files electronically. All staff of the Judicial Sections have been provided training on this system to ensure a smooth transition to the paperless mode.



Launching of e-HCR (e-High Court Records) Portal
On 29th August, 2024, Justice Chakradhari Sharan Singh, Chief Justice, High Court of Orissa launched the e-HCR Portal through virtual mode, in the presence of Hon’ble Companion Judges of the High Court of Orissa.
The e-HCR (e-High Court Records) Web Portal has been designed as per the instructions of the AI Assisted Legal Translation Advisory Committee, Supreme Court of India.
The e-HCR portal is user friendly, unrestricted and accessible to all users. The e-HCR portal provides access to the Honourable Courts judgments in bilingual mode that is English and Odia for free.
The portal’s feature includes:
- Search engine: A free text search engine that can find judgments based on keywords.
- Filter criteria: Users can filter results by using a combination of criteria, such as:
- Act, Sections, Names of the parties, Judge name, Judgment date, Case type, Case year and Citation number.
Apart from the above uploading, the Judgments in Odia are also being uploaded in the National Judicial Data Grid. The e-HCR portal will not only increase the legal literacy of the people but will also go a long way for participation of the judicial stake holders in the judicial process.


Inauguration of New Building of the Vulnerable Witness Deposition Centre (VWDC) at Baripada in the Judgeship of Mayurbhanj
On 21st September, 2024, Justice Chakradhari Sharan Singh, Chief Justice, High Court of Orissa inaugurated the New Building of the Vulnerable Witness Deposition Centre (VWDC) at Baripada in the Judgeship of Mayurbhanj through virtual mode, in presence of the Hon’ble Companion Judges of the High Court of Orissa.

Warrant Management System (WMS)
On 3rd October, 2024, Justice Chakradhari Sharan Singh, Chief Justice, High Court of Orissa inaugurated the Warrant Management System (WMS) in 23 Districts of Odisha through virtual mode, in presence of the Hon’ble Companion Judges of the High Court of Orissa.
After successful implementation at 8 pilot locations of the State, the Warrant Management System was launched on 03.10.2024 across the State i.e. in rest of the 23 Judgeships of the State of Odisha (421 no. of warrant issuing Courts).
The Warrant Management System portal represents a significant advancement in the collaboration between the judiciary and law enforcement. This platform has been designed to streamline the process of issuing warrants to the police for execution against various warrantees, providing a comprehensive system for acknowledgment and tracking the status of those warrants. The portal supports the issuance of multiple types of warrants, including bailable warrants, non-bailable warrants, distress warrants and recommitments. This flexibility ensures that the judiciary can effectively respond to a range of legal situations with the appropriate measures.
One of the key features of the portal is its integration with the Crime & Criminal Tracking Network and System (CCTNS). When a warrant is issued, relevant details about the warrantee are automatically fetched from the CCTNS database. This automation minimizes the risk of data entry errors and significantly reduces the time required to process warrants. By enhancing data accuracy and operational efficiency, the portal facilitates a more effective judicial system.
The Warrant Management System (WMS) has been developed and implemented in coordination between the State Crime Records Bureau, Odisha (SCRB) and the Hon’ble High Court of Orissa.

Launching of Internal Complaints Committee portal of the High Court of Orissa
On 3rd December, 2024, Justice Chakradhari Sharan Singh, Chief Justice, High Court of Orissa launched the Internal Complaints Committee portal, in presence of Hon’ble Companion Judges of the High Court of Orissa. The Internal Complaint Committee on Sexual Harassment of the High Court of Orissa has launched an online portal to provide a secure, confidential and efficient platform for lodging grievances related to incidents of sexual harassment within the High Court campus. This initiative aims to create a safe space for individuals to report any harassment they may experience, ensuring a transparent and timely grievance redressal mechanism. The Internal Complaints Committee portal has been designed to facilitate the staff of the High Court of Orissa to lodge grievance before the Committee for its consideration.
Key Features:
- Confidential Reporting: The portal ensures privacy and security for all users reporting grievances.
- Comprehensive Grievance Process: The portal includes a user-friendly interface for submitting detailed complaints, with an option to upload supporting documents.
- Clear Guidelines: Information regarding the Constitution and Composition of the Committee and the grievance process is readily available, allowing users to understand the procedures and ensure a smooth filing process.
- Efficient Processing: Once a complaint is submitted, it undergoes a verification process by the Court’s administration, where the complaint is reviewed, and appropriate actions are taken based on its validity.
The portal provides users to create an account, file their grievances with full details, and track the progress of their complaints securely. The High Court’s Internal Complaint Committee is committed to addressing complaints with confidentiality and effectiveness, promoting a safe and respectful environment within the Court.
This initiative reflects the High Court of Orissa’s commitment for ensuring that all individuals working within its premises are treated with respect and dignity.
